New operators in the market place will need to satisfy the Elexon Peformance Assurance Board that they are suitably qualified to participate in the industry. Full supplier SVA qualification and market entry can take 9–12 months and the onus will be on the supplier to prove that their business processes and systems are robust enough to receive the qualification. Part of this process was the Self-Assessment Document (SAD), something that Datamere has been involved with many times. With the new Market wide Half Hourly Settlement (MHHS programme) now underway, the SAD is being replaced by the Qualification Readiness Assessment (QRA) whereby a similar style assessment will take place ensuring that systems, processes and controls meet BSC requirements. 

 

AMVLP’s must also undertake a self-assessment process in order to participate in the Balancing Mechanism. This assessment is a pared down version of a full supplier assessment although the overall process is similar. Again, it is evidence based and looks into systems and business processes. The areas that will be scrutinised include areas such as project management, testing, operational controls and the risk assessment process.

As part of this process, an AMVLP will need to demonstrate that they can manage specific SVA D flows and the P flows associated with the VLP role.
